particularly resented by the rural Chinese, while the
passports they carried not having been issued by the
Provincial Government and being apparently only for

ordinary travel, and not for prolonged residence in a
particular district,carried no weight, and were disregard-
-ed by the people.

I am informed that considerable
unrest and friction has resulted, and that the Chinese
Section of the Kowloon-Canton Railway has in consequence
had considerable difficulty while a rumour was prevalent
that the sketching operations were a prelude to an advance
by a British Force to occupy an additional area of Chinese
Territory.
4.
At the present time it is highly
desirable to avoid any occasion for misunderstanding and
friction, and I have the honour to request that in any
future case in which the War Office may desire that
Officers should travel or sketch in the neighbourhood of
this Colony, I may receive prior intimation.
