Murray Stewart said that if Senor Pescio put forward a

definite scheme with full information he would consider it.

These replies afford but precarious grounds for Senor

Pescic's statement to me. For my own part in my interview

with Senor Pescio I said that I could not escape from the

belief that if the Government accorded its sanction, and

more especially if it granted any special conditions such

as he demanded, investors would gain the impression that

the project was considered feasible by the Government. In

these circumstances though I did not of course require to

be convinced of its success I felt it incumbent upon me to

ascertain that it had some reasonable prospect of

accomplishment. I put a few practical questions to him,

such as - How he proposed to get a sufficient area for a

station or for erection of machinery at the proposed

northern entrance to the Tunnel ?

with the spoil ? How he could prevent the fouling of

Pokfulam Reservoir when gangs of coolies were working

there? &c., and I found him so little prepared to reply

to them that I formed the conclusion that he had merely

a Company Promoter's interest in the matter. I therefore

caused a reply to be sent to him to the effect that the

Government could not allow the fouling of Pokfulam
