When we write to the Gov. we should say
that the scheme can now be considered on its
merits. The S. of S. reserves his opinion until
we have further information, but the scheme does
not seen a very hopeful one. Refer to last par. of
our desp. on 7620 in this connexion. Add that
the S. of S. of course entirely approves of the
Gov. taking steps to satisfy himself that the
scheme would be desirable, practicable, and likely
to be carried through, with a fair prospect of

31st. ultimo and 11th. instant relative to Senor Pescio's
scheme for constructing a tunnel through the hills of
Hongkong Island and acquiring a large tract of land in the
neighbourhood of Pokfulam and Aberdeen, I have the honour

Pescio's Solicitors addressed a letter to the Acting
Colonial Secretary putting forward certain proposals of
this nature. He had already obtained an interview with my
predecessor who minuted that "he declined to give any
*encouragement as he could not see how it could succeed".
The Director of Public Works pointed out that the scheme
bore internal evidence that the applicant has made no
attempt to inform himself of the cost or other matters
