I forward herewith for the most favourable
consideration of His Excellency the Governor a translation of
a petition from the promoters of the Kwong Wa Hospital and from
residents in the Kowloon Peninsula asking for a grant of Crown
Land on which to erect a small-pox hospital.
Attached are two plans shewing the site
which petitioners suggest would be suitable and the building it
is proposed to erect.
A small-pox hospital on the north side of
the harbour is a necessity and an opportunity is now being
offered to secure the erection of a suitable building at no
cost to the Government.
I forward also Dr. Ho Kai's covering letter.
