I have the honour to submit the

following observations for your consideration. The position

of this Colony is unique in the EmpireTM partly situated as

it is on the mainland of China, while the bulk of its

inhabitants are not British subjects, and indeed but few of the Chinese have that status, A continuous ebb and flow

of Chinese takes place between Hongkong and Canton amounting

to some thousands daily and the large majority of the

population not only own allegiance to China, but have

relatives, and often lands and property there and set

great importance upon being buried there. As a consequence

there is no political or other matter which stirs feeling

in Canton but has its corresponding effect here, as we

have in recent times experienced in connection with the

Japanese Boycott, the Macao delimitation and other

matters.
