Your cipher telegram February 11th.
informed that the Foreign Office base their withdrawal
upon the Hung murder case 1904 in which neither
murderer nor victim was a British subject. In the
present case both are claimed to be British subjects.
I considered this explanation advisable before carry-
ing out your instructions which involve admission
that inhabitants of new territories are Chinese
subjects. See despatch July 18th 1904. I await
confirmation of instructions.
