My Lord,
In reply to paragraph 3 of Your
Lordship's despatch No. 330 of the 24th. of last December,
I have the honour to inform you that it has always been
the custom to state on the leave certificate of an officer
would become entitled to an increment during the time he
was on leave. In order to prevent the occurrence of an
oversight such as appears to have occurred in Mr. Darby's
will
case the form of leave certificates would in future be
altered so as to show clearly what increments an officer
earns during his leave of absence.
