expenditure. The location considered to be best is that
shewn in Plans 1 and 2 vi2.:- along Salisbury Road where it
will not be a serious obstruction.

After most careful and exhaustive
discussion of the whole matter I have come to the conclu-
-sion that the site for the Terminal Station (shewn as
Scheme III) on the upper or Northern part of the Reclamation
is the best and most economical, and I have taken occasion
to explain the reasons upon which this decision has been
arrived at in a meeting of the Executive Council to which
I invited the attendance of the Unofficial Members of the
Legislative Council. Upon receiving the concurrence of
Your Lordship and the Consulting Engineers I shall take
steps to give effect to it.

The altered decision is based
upon the advice of Mr. Lindsey whose services have been
engaged as an expert Traffic Superintendent and whose
views are therefore entitled to greater weight than any
which have hitherto been at my disposal. It involves the
abandonment for Railway purposes of the areas resumed by
Government for the terminal site, but it is anticipated
that these areas will prove a not unremunerative in-
-vestment.
