the Secretary of State's opinion an explicit recogni-
tion of territorial rights in the three mile limit
should be obtained: and add that the maps to which
the Governor refers are not authorised and that he has
overlooked the authorised I.D.1393 map which shows the
boundaries as claimed by Great Britain: and ask
generally for observations.
