I have the honour to acknowledge
the receipt of Your Lordship's confidential despatch of
the 12th of last November and in confirmation of my
telegram of the 11th instant, I forward the enclosed copy
of a minute by the Crown Solicitor dated the 14th ultimo
together with copies of letters from the Hongkong Chamber
of Commerce and the Hongkong Branch of the China Associa-
tion dated the 6th and 7th instant respectively.

Your Lordship will observe that
both the Chamber and the Association agree in the opinion
of the Crown Solicitor that the draft of the Convention as
forwarded to me in your despatch under reference is not
satisfactory and I have the honour to support their request
not
that the Convention should be executed in its present form.
