Sir,
Having been asked by Mrs. W. M. Deane (as one of the
trustees of her Marriage Settlement, and as an old friend and
brother-officer of her late husband) to place the enclosed
petition in the hands of the proper authority, I have the
honour to submit it for the favourable consideration of The
Right Honourable the Secretary of State for the Colonies.
During Mr. Deane's life the joint income of himself and
his wife amounted to over £1200, including his Hongkong pension
of about £800 p.a., and when it became necessary to place Miss
Beryl Deane under control and medical treatment she was sent
to Dr. Mc.Bryan's asylum near Bath.

But in Miss Beryl Deane's
case this charge was considerably enhanced by the cost of
special nursing and journeys from place to place recommended
by the family physician and other Doctors.
It is entirely owing to Mrs. Deane's efforts to continue
this expensive method of treatment, after the family income
had been reduced by the loss of her husband's pension in 1896,
that she and Miss Deane have been reduced to their present
condition of poverty and distress. Mrs. Deane admits this in
her petition. But both she and Miss Deane positively refuse
to make any change as the patient, having become used to her
present surroundings, has implored them to keep her where
she is.
In recent letters Mrs. Deane informed me that she and Miss
Deane have finally decided to "give up their last crust" rather
