I trust you will not consider that I have exceeded my duties, but I deem- ed it necessary after examining the monthly Expenditure Schedules with the daily and monthly Abstract Books to carry the examination still further by examining the latter with the entries in the Journal and Ledger in

order to be in a position to examine with a certain sense of satisfaction the annual Statement of Revenue and Expenditure for 1908, a printed copy of which is trans-

mitted.

26. These are examined monthly in the Receipt and Expenditure Schedules and the various items traced in the Journal and Ledger. This procedure has been follow- ed since I discontinued to transmit a monthly Return of Transfers to you, and is a more satisfactory method

as the examination now embraces transfers in connection

with both Receipts and Expenditure.

27. This statement has been examined in detail with Journal and Ledger entries in the Treasury. Mr: Tsang Keng $11,500, outstanding as unpaid on 31st December 1908. Mention was made of this in par: 1 of this Report. On examining the Treasury books for the current year I find that $2,500 has been repaid to date by means of deductions from bills, leaving still $9,000 outstanding

as unpaid.

28. This statement has been examined in detail and

calls for no special comment.

29. The examination of this account has been under- taken in accordance with the programme of work approved by you. There were 36 queries raised during the year and satisfactorily settled, which compares very favour- ably with the number of 178 raised by this department in the previous year.
