In the case of Hong Kong, however, the Comptroller and Auditor General would be glad to be informed (confidentially if considered necessary) whether there are any special rea- sons for the keeping of this additional record, and in the meantime, in deference to Sir F.D.Lugard's request, he will cause the Local Auditor to be instructed to keep a diary in such detail as may be considered locally desirable.
