I am directed by the Comptroller and Auditor General to acknowledge the receipt of Mr: Bertram Cox's letter, No:
Gov 22347 of the 12th ultimo transmitting for his observations a copy of a despatch from the Governor of Hong Kong on the subject of the proposed local audit of the expenditure ac-
counts of that Colony.

In reply, I am to acquaint you, for the information of the Earl of Crewe, that experience of the local audit. of expenditure accounts having proved entirely satisfactory in those Colonies (e.g.East Africa, Uganda and Cyprus) in which it has been recently introduced, it had been the in- tention of the Comptroller and Auditor General to put for- ward, in connection with the Estimate for the cost of audit in 1910, which was submitted in the letter to you from this Department, No: 846 of the 13th July last, proposals with a view to its extension to Hong Kong. In view, however, of the fact that Mr: Phelips, the Local Auditor of Hong Kong, will be quitting the Colony in October next on twelve months leave of absence, the present did not appear
to be an op-
portune time for proposing any change in the existing sys- tem. While, therefore, the Comptroller and Auditor General endorses the views of the Governor of Hong Kong as to the desirability of arranging for the local audit of the Expendi- ture accounts in future, I am to suggest that in the cir- cumstances the date of the introduction of this change should be deferred until the Comptroller and Auditor General The Under Secretary of State,
