Gov
I am in receipt of your letter of the 8th inst. No.18123/1909,
enclosing a communication from Sir Fredk. Lugard in regard to Dr.
H. Macfarlane, now a Student at the London School of Tropical Medicine.
As Dr. Macfarlane is a medical practitioner of Hong Kong it is
not proposed to make any charge in regard to his tuition fees. The
School do not intend to charge for any other practitioner from Hong
Kong, up to the number of three each Session, who may desire to attend
the School whether for the ordinary course; or for shorter periods,
or for the special courses.
It is, however, the opinion of the School that in the interests of the Colony it is advisable that those Students who attend the School as Students of the Colony should be required to obtain certificates of
regular attendance and satisfactory progress.
Yours faithfully,
The Under Secretary of State,
Colonial office,
S.W.
P. Michelli
Secretary.
