The amount of the final expenditure on Railway Construction is not clearly exhibited in the Account of the Colony. It appears to me that such expenditure should be accounted for in accordance with the principles laid down in Rule 252 of the Colonial Regulations.

Owing to the manner in which the repay- monts by the Viceroy of Wu Chang, in respect of the advance to him of £1,100,437-10-0 have been recorded, the amount still to be repaid by him does not appear in the Statement of Assets and Liabilities, as rendered by the Treasurer, with whom I am in communication with a view to this Asset being shown in fu- ture in a Subsidiary Statement.
