Paris, December 10, 1909. I HAVE been informed by Mr. Addis, who arrived in Paris last night, that he bas received by telegraph a summary of the latest proposals made by the French Government as to engineers in connection with the Chinese Railway loan. As he understands that His Majesty's Government are anxious for him to obtain some modification of the French clains, he would like to be informed as to the extent of the concessions which you consider the British group can make in order that a final settlement may be reached.
