Foreign Office, December 2, 1909. HUKUANG loan: Please see my telegram No. 185 of the 17th November. The Germans, in a memorandum which they have now sent us, accept the settle- ment proposed by Straight, and are willing to send instructions to Peking to the effect that the German Minister should endeavour to obtain from the Chinese Government the concession for an extension of the line from Ichang to Chengtu, in concert with the representatives of the other Powers interested.
There are some signs that the French Government may make difficulties. We have therefore informed them of this possible solution, expressing the hope that they will
agree to it and instruct French Minister in Peking accordingly. We will let you know their answer when it comes.
