(a.) Political Summary.

Rumour of Troubles near Kaihua.--Trouble was feared at Me-po, near Kaihua, and the acting governor-general sent a secret emissary to make enquiries. It appears that 200 of the irregular troops stationed there had deserted into Tonquin, leaving their rifles behind. The reason given for the desertion is harshness in enforcing the anti-opium regulations.

Desertion at Ho-kou. A similar desertion is reported from Ho-k'ou, on the Tonquin frontier. Eighty-six irregulars crossed the frontier, taking their rifles with them.

Opening of Yunnan-fu and Amichou.--I have been told by the Administrator of Foreign Affairs that Yunnan-fu and Amichou (28 miles north of Mengtse on the French railway) will shortly be opened to foreign trade as voluntary marts on the same terms as Yochou and Chinan-fu.

Trade Zone claimed at Mengtse.--French merchants at Mengtse claim the right to rent houses and godowns and carry on business within a radius of 50 l (17 miles) of Mengtse. The Chinese authorities intend to resist this claim, which appears to be founded on a misinterpretation of the Treaty.

French Trader and Inland Establishment.-Mr. Barbage, a French merchant established at Yunnan-fu, recently rented a piece of land at Pohsi, a town on the French railway (kilometre 801) and proceeded to erect a small store and dwelling- house. The Chinese authorities protested successfully, and he was compelled to abandon his scheme.

Medical Scheme.-New pupils have been added to the already excessive numbers in the military college under the direction of Dr. Mazzolani. The latter has assured me that he is now so disgusted and disheartened at the lack of intelligent interest displayed in the official management that he had been on the point of resigning two or three times, had it not been for the tact and courtesy shown by the Administrator of Foreign Affairs, Shih Tseng, who has been acting as a kind of honorary adviser
