Foreign Office, November 25, 1909. I AM directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Board, a copy of a despatch which has been received from His Majesty's Minister at Peking on the subject of the discrimination against Newchwang and in favour of Dairen, shown by a new scale of rates recently introduced on the South Manchuria Railway.
Sir E. Grey is anxious, if possible, to prevent any unfair discrimination against Newchwang, where there are large British interests, and I am to enquire whether, in the opinion of the Board of Trade, this new scale of rates affords material for a protest to be addressed to the Japanese Government.
I am to remind you that the question of railway rates in Manchuria has already formed the subject of correspondence between the Board of Trade and this depart- ment, which ended with the Board's letter of the 14th January, 1908.
