I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter dated the 4th November, with enclosures, relative to the restric- tion of the cultivation and production of opium in China.
In reply, I am to say that the Government of India will be consulted with regard to Sir J. Jordan's and Sir A. Hosie's suggestions, that a personal investigation of the extent of poppy cultivation in China should be conducted in 1910 by one or more of the consular officers in that country, with a view to ascertaining how far the Chinese Government has succeeded in reducing the production of opium since 1908, when the agreement between India and China took effect.
On receipt of the views of the Government of India a further communication will be addressed to you.
