Honourable Colonial Secretary:-
I think it should be made clear that the cost of
deportation from Hongkong should not fall on this Government
and if His Excellency telegraphs his approval it should be
subject to that condition.
Articles 83 (9) and 124 deal with the expenses of
deportation but section 2 is to "take the place" so fer es
deportations from Hongkong are concerned of the last named
Article.
His Majesty's Government has consented to pay the
expenses of convicts returning to Shanghai (Secretary of
State's despatch 17th August, 1909) presumably some similar
consent will be given in the case of persons deported under
the Amending Order in Council.
