Foreign Office, November 24, 1909. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 11th instant, and to transmit to you herewith a copy of a note which has been addressed to the American Ambassador in regard to the proposal of the Government of the United States for an international conference at The Hague to conventionalise the resolutions adopted by the Shanghae Opium Commission.*
I am at the same time to inform you that steps are being taken in accordance with Lord Morley's suggestion to ascertain the views of those Powers who were represented on the Shanghae Comunission in regard to the proposal put forward by the United States Government.
