Foreign Office, August 20, 1909. JAPANESE Ambassador informs me that his Government would not oppose making of Chen-chow-Tsitsihar Railway if Chinese Government agreed to Japanese business participation in financing the line and supplying engineers for its construction, and would agree to give up Sin-min-tung-Fakumen Railway.
Japanese Government cannot well propose negotiatious to China, but would be prepared to negotiate if China took initiative. You should confer with Mr. Ijuin as to whether any steps can be taken. 1 understand that Paulings would fall in with these terms, but being bound to China they cannot move in the matter.
