I hear that Portuguese Government have determined to ask the Chinese to submit the Macao question to arbitration, and I promised that they could rely on our support in Peking.
In answer to a question put to me by the Portuguese Minister of Foreign Affairs as to whether the question had better be submitted to some separate authority, such as Switzerland or to The Hague Tribunal, I said that the Chinese would be most likely to prefer the latter.
I promised, however, to consult you as to which tribunal would be most suitable.
