of foreign warships under well established regulations,

and that, if British consuls were in analogous circum-

stances to be prohibited by foreign governments from

communicating with the authorities of the seaports at

which they were stationed, with regard to detalled ar-

rangements connected with the visits of British men-of-

war, this would be felt to be a regrettable and un-

necessary restriction.

When in your letter No. 40601 of 16th March, 1908,

attention was called to the omission of the reference

to consular authorities from paragraph 6 and paragraph

7, $$ 6 and 8, of the Memorandum prepared by the Colon-

ial Defence Committee, it was not understood at this

office that the object of the modification was actually

to prohibit foreign consuls from communicating with the

Colonial authorities in such matters; it was thought

that the omission was intended to render the rule as to

the method of communicating more elastic by leaving it

open through what channel the communications were to be

made.
