Authorities in order to encourage the production of
sugar in that island had allowed the producers to pay
consumption tax at the lowest rate for sugar which was
really over No.18 Dutch Standard in colour, and natur-
ally this called forth serious complaints from the
refiners in Japan itself, whose business was thus
interfered with.
It is now stated that the Formosan Authorities
have decided to enforce a strict payment of consumption
tax according to the proper classification, but as it
seems to be feared that this might throw the industry
back, it has been suggested that a subsidy should be
granted to planters. This subsidy is to take the form
of a grant of under 30 Yen for each "kah" (1 kah
2.4 acres) of sugar cane plantations, and under 50
Yen for the fertilizer to be used on each "kah".
The calculation given in the papers is that one
"kah" produces 70,000 kin of sugar cane, and that as
1,000 kin of cane give 100 kin of raw sugar, one "kah"
will produce 7,000 kin of raw sugar; thus if the
maximum grant of Y.80 per kah be allowed, the rate will
