kin of raw sugar. The subsidy being given on a basis
of under 80 Yen per "kah" (2.4 acres) of sugar planta-
tion would appear to be a grant to the Formosan Sugar
planter but in practice it will no doubt be the
Japanese Sugar Mills established in Formosa which will
benefit by it.
In view of Article 4 of the Protocol to the Anglo-
Japanese Treaty which stipulates that if Japan think
it necessary at any time to levy an additional duty on
the production or manufacture of refined sugar in
Japan, an increased customs duty equivalent in amount
may be levied on British refined sugar when imported
into Japan, so long as such additional excise tax or
inland duty continues to be raised, it might be thought
that the action of the Formosan Authorities (which has
never been openly admitted) was contrary to treaty
stopulations, but I venture to think that the use of
the words "refined sugar" in the Protocol would prevent
us from protesting with regard to any action taken in
connexion with sugar which fluctuated between Nos.8
and 15 Dutch Standard. As sugar of so low a quality
