I have the honour to enclose herewith a memorandum
which has been drawn up by the Commercial Attaché on
the subject of the proposed alterations in the Sugar
Consumption Tax and of the suggested arrangement where-
by the Formosan Authorities while enforcing the Consump-
tion Tax Law in Formosa in a proper manner will con-
trive to not throw the industry back.
Up to the present it would appear that in order
to protect the industry the Formosan Authorities have
passed sugar above No.8 Dutch Standard in colour as
under No.8 for consumption tax purposes, thus giving
the Formosan producers an unfair advantage of Y.2.50
per 100 kin.
This will now be done away with, should the pro-
posals put forward in the Press become law, but to
mitigate the loss the Government will reduce the
consumption tax and at the same time grant a subsidy
