Sir:-
I have the honour to inform you that Sir E. Grey
in communicating to me the arrangement that has been
come to as to the return of our prisoners, who have
served their sentences in Hongkong, from the Colony to
China, expresses an opinion that it is desirable to
prevent the return to the Treaty Ports of persone con-
victed of serious offences, and that this can only be
done by ordering their deportation to the place to
which they belong on the expiration of their sentences.
I am to report as to the power of His Majesty's Supreme
Court in China to deport and as to the desirability of
the extension of this power.
I have accordingly drafted an Amendment to the
present Order in Council which I think will supply a
deficiency in our powers which now exists, and a copy
of this draft I enclose herewith.
