Mr. George Gooch,-To ask the Secretary of State for Foreign Affairs whether any proposal for an international conference on the opium trade has reached him from the United States Government; if so, whether a reply has been sent; if not, whether he will consider the desirability of the British Government issuing an invitation to such a conference?
Answer.
A proposal in the sense indicated in the question has been received from the United States Government, and is under the consideration of His Majesty's Govern-
ment.
