Peking, September 2, 1909.

I have received your telegram No. 142 of yesterday's date.

Paulings representative has informed me that Mr. Straight had interviews yesterday with the Wai-wu Pu and the Board of Communications, before whom he laid proposals regarding the construction and the financing of the line. It appears that he was acting not only for the American group, but also on behalf of Paulings, and his proposals were received by the Chinese in a generally satisfactory manner.

The plan of campaign appears to me to be that Paulings are allowing the Americans to take the most prominent part in the negotiations, so that it will be the duty of the latter group to grapple first with any opposition that may be forthcoming from the Japanese.
