Question asked in the House of Commons, October 27, 1909.

Mr. Ginnell.-To ask the Secretary of State for Foreign Affairs if he will state the reason why Consul Werner, who refused to send for trial before a British court a British subject charged with having killed a Chinese, is being withdrawn from his post, and whether the accused British subject will be removed.

The statements implied in the question are not in accordance with facts. His Majesty's consul at Kinkiang happens to be proceeding on leave of absence due to him in the ordinary course. The police inspector whose trial on the charge of causing the death of a Chinese resulted in his discharge is not in the service of His Majesty's Government, and the question of his removal does not rest with them.
