Sir Edward Grey to the Portuguese Minister.
Foreign Office, October 28, 1909. WITH reference to the communication made by the Portuguese Legation on the 25th instant, I have the honour to inform you that I have been in communication with His Majesty's Minister at Peking, and that he agrees in thinking that the present is a favourable time for the Portuguese Government to propose formally to the Chinese Government that the question of the boundaries of Macao should be referred to arbitration.
