12, Leadenhall Street, London, October 14, 1909. WE beg to acknowledge the receipt of your letter of the 12th instant, in which inform us of the action taken by His Majesty's Minister at Peking in relation to the opium regulations put into force by the Viceroy of Nanking.

The British merchants dealing in opinm maintain-und, we submit, rightly maintain that the regulation of the retail trade has been made so vexatious as to thwart seriously the wholesale trade. That is part of their case.
It is possible that Sir John Jordan might, if so instructed, be able to investigate the matter, and either prove or disprove the allegations of the merchants.
