The memorandum is nothing more than a restatement of the facts. I am sending in acknowledgment a memorandum which contains the substance of the note addressed by you on the 23rd June to the Wai-wu Pu, in which it is stated that the latter has already had their attention drawn to the consideration that rules have to receive the approval of the consuls, and that His Majesty's Government are confident that this view will commend itself to the Russian Government.
As you suggest in your telegram No. 168 of the 15th October respecting the Japanese Railway Settlements Regulations, I agree that it will be better not to approach the Japanese before the result of these negotiations is known.
