It is evident that the complication is due to His Majesty's consul at Kinkiang not understanding his instructions, but it will not be casy to explain this to the Chinese Government.
Cannot the police inspector be given some other employment by the Municipal Council in such a manner that no censure is implied, or, still better, can he not be transferred to Peking or Shanghae ?
