HARBIN municipal regulations. Austrian and French Governments have, His Majesty's Minister at Peking understands, made representations to the Russian Government that the approval of the Treaty Powers must first be obtained to the municipal regulations mentioned in article 17 of the agreement between Russia and China, respecting railway settlements in Manchuria of the 10th May, 1909, before they can be made binding on foreign subjects. He considers that a good effect would be produced were we to take a similar step.

You should confer with your French and Austrian colleagues, and provided you see no valid objection you should make similar representations.

I hear that the Russian Minister of Finance is expected at Harbin in connection with the question in a few days' time.
