A QUESTION has been asked in the House of Commons in regard to the boycott at Kiukiang, and the Chinese Minister has been instructed by telegraph to ask that the police inspector may be sent for fresh trial to Shanghae. Please report briefly, also your views as to the request of the Chinese Government. No information has reached me beyond naval report, based on consul's report to you, which has been communicated to me by the Admiralty.

The transfer of the police officer to another post might, in the private opinion. of the Chinese Minister, prove a settlement of the case.
