Peking, August 18, 1909.

I learn that the American Government have signified their acceptance, in principle, of the proposals adopted by the President of the Wai-wu Pu, the agents of the Anglo- French-German banks, and the American chargé d'affaires, at the meeting held on the 10th instant. (For these proposals please see the detailed telegram sent from Peking to the Hong Kong and Shanghae Bank in London ou the 11th August.) The American Government state that their acceptance is conditional on their receiving a satisfactory assurance that Americans will be eligible for employment as subordinate engineers. There also remain for settlement certain banking details.
