The China Association, which we have consulted informally, state most emphatically that the appointment of Sir R. Bredon is undesirable. If the Chinese wish to appoint Sir W. Hillier we need not object, but we share your view that Bredon should not succeed him in the office of adviser to the Chinese Government,
you should endeavour to prevent this.
and
I undertook to inform Sir R. Hart if any fresh development took place, so before taking any official step as to his successor, I must make some intimation to him. If you see no objection I shall do this at once.

Sir C. Dudgeon has informed me of a rumour to the effect that Bredon is making an attempt to be appointed to the Board of Revenue, where he would be in authority over the Inspector-General of Customs.
