Peking, September 11, 1909. I HAVE received your despatch No. 54 of the 7th instant on the subject of British claims against Chinese debtors in connection with the commercial crisis in Tien-tsin, and I approve your proposal to address the Viceroy direct in support of the claim of the British merchants to have their claims dealt with in the manner described. If necessary you should also see his Excellency and make representations to him personally on the subject.

I am in entire agreement with the view that the British claims should be pressed on their merits, and kept altogether apart from the commission, with which we have

no concern.

I intend to take an early opportunity of representing the whole matter to the Wai-wn Pu, and of giving the Chinese Government clearly to understand that we cannot allow the commission to stand in the way of the settlement of the debts due to British subjects. In the meantime, however, it will be advisable to press the matter locally and fix upon the Viceroy the responsibility of dealing with it. It would be useful to know the names of the debtor firms and the extent to which they are likely to be able to discharge their obligations.
