I have the honour to enclose herewith, for the informa-

tion of His majesty's Government, a copy of a Circular In-

struction from the Department of state of the United States,

dated the lst of September, relative to the International

Opium Conference, which the secretary of State has addressed

to the Diplomatic Representatives of the United States ac-

credited to the Governments wajch were represented at the

onanguai International Upiwa Commission.

In this instruction, after setting forth what, in the

opinion of my Government, appear to be good and sufficient

reasons, it is proposed that an International Conference be

hold at a convenient date at The Hague or elsewhere composec

of one or more delegates of each of the participating Fowers

and that the delegates in question should be given full

to conventionalize the resolutions adopted at

Shanghai so that they may be given international effect.
