Hong Kong and Shanghae Banking Corporation,
Dear Sir Francis,
31, Lombard Street, London, September 2, 1909. REFERRING to our conversation of yesterday, I have suggested to our French and German friends that the difficulty created by the American claim to appoint au engineer of their own on the Hankow-Szechuan Railway might be utilised to procure from the Chinese Government, in response to joint diplomatic representations by the four Powers, an undertaking to grant a preference to English, French, German, and American money and material for any future extension of the line in which foreign capital would be required, on the precedent of the Chang-Fraser Convention
of 1905.
You will see from the enclosed correspondence that the French and Germans appear to favour this proposal, and it is probable that the Americans would agree also.
I do not underrate the difficulties in the way at Peking, but I believe these difficulties would be greatly diminished by combined diplomatic representation for an undertaking to be given, not to the financial groups, but to their respective Governments.
Apart from this proposition, I confess I see no way out of the present impasse.

Paris, le 1 septembre, 1909. J'AI bien reçu vos lettres et télégrammes du 30 août, et vous en remercie. La solution que vous suggérez à Mr. Hillier pour mettre fin aux difficultés actuelles me paraîtrait satisfaisante. Mais d'après ce que M. Casenave nous a depuis quelques mois écrit au sujet de l'état de l'opinion publique dans le Szetchuen, je doute que le Gouvernement chinois estime possible de passer en ce moment un contrat pour la construction de chemins de fer dans cette province. Quoi qu'il en soit, la tentative vaut d'être risquée.

ADDIS nous informe que considérer arrangement nouveau concernant les ingénieurs pour toute la ligne Hankéou-Tchentou devient nécessaire par suite de la participation d'Américains, mais prescrire à J. Hillier de ne pas conclure avant que ne soit réglé arrangement nouveau équitablement. Pour votre gouverne, nous estimons que la dernière concession de notre part pourrait être consentir à partage par quart, étant bien entendu que notre section toute entière demeurer la seconde, Mettez-vouz d'accord avec J. Hillier sur ces bases.
