Please see your telegram No. 158 of the 17th September.
The position, so far as I am aware, is unchanged since you addressed your note to Prince Ching on the 22nd April last. The position then taken up should therefore be maintained, and the consideration set forth in the final paragraph of your telegram is an additional reason for this.
As soon as the assent of the other Powers has been obtained we shall of course be bound to carry out article 8 of the Mackay Treaty, but so long as China shows no disposition to put into force other important provisions of that treaty His Majesty's Government are not disposed to help her to obtain such assent.
