Tee 29 SEP 09

H.B.*. Consulate-Gerle UC,23 1909,

Canton, July 12th. 1 09.

Referring to your despatch No. 70 of the 9th, instant,

on the subject of the migration of Chinese coolies to

Samoa, I have the honour to state that, at an interview

on Saturday morning, the 10th. instant, I co municated to

the Viceroy the giat of Your Excellency's doɛpatch.

The Viceroy denied all knowledge of the partic-

ular shi ment of coolies to which Dr. Schultz refors, and

aid he had not referred the matter to Peking as stated.

At his interview with the Doctor the latter had given

sati. factory assurances with regard to the treatment of Chinese emigrants in Tamos and announced his intention of proceeding to Peking, there to conclude a convention on similar lines to that existing between Great Britain and China. The Viceroy had said that in view of the Doctor's assurances and oxplanations, he, for his part, would place no difficulti s in the way of the negotiation of he convention, and that he would, if asked his opinion by the "ai Wu Pu, report favourably on the master.

As the conversation was carried on by means of interpreters, it is quite possible Dr. Schultz misunder- stood the exact meɛning of the Viceroy's remarks, and the German Consul, Dr. Rössler, who we presen: at the in-or- view, informs mo that he does not remember any particular reference to this shipment of 500 cuclies.

The Viceroy, who asked me to hank Y.E. for

Excellency

The Governor,

Hongkong.
