its advantager. The proximity of Hongkong, with its Courts
exercising jurisdiction over "hinese subjects, in many
cases domiciled in China, would inevitably load to
friction with the Chinese Court in Carton, which would
moat, probably attempt to exercise similar jurisdiction
over thiness in Fongkong.
I hold, therefore, that until a properly cun-
stituted Chinese Court of law can be established in Can-
ton, which would command the confidence of foreign liti-
rents and the respect of the neighbouring Courts in Hong-
kong, we should be unwiss to relinquish our right to pro-
tect our n tionals' interests by what I may term "diplo-
matic methode" for the cake of a Court, with en ill-defined
code of laws, uncertain powers and possible hostile
attitude towards our extra-territori:l rights.
I venture to repeat therefore my conviction that
the best solution of the present difficulties is to be
found in the appointment of one or more officials such as
