The present Namhoi and Pun Ya Magistrates of
Canton, on whom devolves the bulk of the legal work in
which Hongkong and foreigners here are concerned, had
never held a substantive post before they canic here, nor
had they had any experience of foreign affairs. Yet to
these men is left the decision of cases involving hundreds
of thousands of dollars, knotty points of international
and commercial law, complicated questions of mortgages,
partnerships, conveyancing and succession.
It is, I venture to think, remarkable that, under
these circumstances, international cases in Canton are
ever settled at all, but, partly by bringing pressure to
bear by means of the Viceroy, partly by the force of
public opinion, a large majority of the Hongkong litigants
whose cases we bring before the lagistrates' Courts are
members of Chinese Guilds and Sociatios we do, on the
whole succeed in settling a fair proportion of the claims
