Chinese Governments can obviously, in so far as they apply
to China, only affect the subjects of those two countries,
and I vory much doubt if other nations, such, for instance,
as Germany, France or America, would consent to limit the
Consular powers they possess under the Treaties or grant
measure of the Chinese Government a reciprocal treatmunt in judicial
matters.
I have therefore come to the conclusion, which
I respectfully submit for your consideration, that, under
present conditions, no reciprocal arrangement in bankruptcy
proceedings between the Hongkong and Canton Governments
is desirable or even possible.
I do believe, however, that the present admit-
tedly unsatisfactory state of affairs might be greatly
improved if the Chinese Government could be induced to
appoint honest, capable and energetic officials to the
more important Magistracies in the Canton Province, such
as Numhoi, Pun ya, Heungshan, Sunui, Sunon and Hokuhan.
