With reference to the letter from this Department
of the 2nd of June last, I am directed by Secretary
Sir E. Grey to transmit to you herewith, for the in-
f
formation of the Secretary of State for the Colonies,
copy of a despatch which has been received from His
Majesty's Minister at Peking regarding a proposed agree-
ment with the Chinese Authorities at Canton for the
recovery of debts incurred in Hongkong by natives of
China who abscond to the mainland.
Sir E. Grey entirely concurs in Sir J. Jordan's
view that under present conditions no reciprocal
arrangement in bankruptcy proceedings between the Hong-
kong and Canton Governments is desirable or even possi-
ble.
